Why do you think people never seem to learn from the past?

In regards to war, hatreds, and persecution of other human beings, why do you think that so many people never seem to learn from the wars and atrocities of our past? Why is that so many people never seem to understand that these paths always lead to the same destructive end, and repeat these mistakes?
