Every time a download a linux game on Ubuntu it always says it cannot understand the character encoding?? :/ x?

You are trying to open the program with a text editor. Make sure they are .deb files then right click and open them with the software center or gdebi. It is also a good idea to get your programs from the Software center or synaptic in the first place, that way it's easier and certain to work.
