IF------Obama were to be elected, Would he, with a democratic congress support, call a Rouge nation summit?

Would he call a "Summit" of the Rouge nations and leaders to ure them that the American Govt. and Military will no longer interfere with their efforts to destroy Isreal and America.-------Would he agree to "Reperations" for any damage done to them in the past?-------In other words would he offer an unconditional surender.
